My response:

Sooo, if we're unknowingly complicit, we're still guilty?
🤔 When did D2 become a court of law?
To me, guilty by association labels in a game that spans the globe, with people of all ages and intelligence levels, is absurd.
How can they justify banning people for being naive?
Furthermore, how can they conclusively prove a person isn't merely naive, when they themselves have proven they can't even determine if you've left a match intentionally, or were booted due to their inadequate server load capacity/capability?
 
Besides, Bungie has admitted more than once that their main source of player information comes not from server data, but social media outlets and streaming/video services.
That can't possibly yeild enough evidence to make rational case-by-case decisions.
..and without clear evidence it'll just end up being a ban fest. 🤦‍♂️ 🤷‍♂️

Even the hours of play concept they're considering implementing is crazy imo.
I get that they have to combat cheating somehow, but forcing people to have spent a certain amount of hours together or having to have played a predetermined amount of time prior to being allowed into pvp events like trials..
Only hurts the numbers.
Some people just want to play.
..and because of this they're going to be discriminated?
Wow!
And all because Bungie is either too inept or too lazy, to find a better solution for defense against the minority that do actually cheat?
Ugh!

It's hard enough to find matches as it is, and when one is found, latency becomes a massive issue due to player distances and the resulting server crossing complications.
I can only imagine how bad it'll get once people are hit with restrictions and mistaken bans.

Look, I know some people will see this as negative, but it's really not.
As a person that loves this game, and only wants it to get better (and regardless if this is too early for any speculation), I still feel my concern is necessary and justifiable.
Because I'm honestly worried for Destiny's future(pun intended) if this sort of thing comes to fruition.

Anyway, two cents spent.
